My first L in this section. I blame it on being up late celebrating the Knicks winning the chip.
Not me becoming emotional thinking about the barn owls who had their vision distorted due to this study.

It took me 8:28 mins., but I got it right. Upon reading A, I felt that it was correct until I got to D. After POE and narrowing it down A & D, I used piecemeal analysis to eliminate D.
Even though this took me 7:02, I'm glad I reread AC D, and chose it. I was stuck between C & D, but after slowing down and realizing that the premise was not indirectly supporting the conclusion as stated in C, I went with D.
D went the long way in defining a sub-conclusion.
My brain wasn't able to process answer choice B due to it not including "the" in "be available solely to (the) top gov. officials. I read it completely wrong.
I think I should head to bed now. lol.
Don't you hate when you work through the problem and arrive at the correct answer, but then you talk yourself out of it by overthinking and then selecting the wrong answer...that was me. I knew it was B, however I settled on E by overthinking.

Even though it took me five plus minutes to parse through the stimulus, I was able to confidently find the correct answer.

I was so torn between A & B, but I settled on A.
