I understand why E is correct but I still don't really see how A is wrong #help

Just to confirm I understand why C is incorrect. C says that "the event will not occur" meaning "the airport will not be built" which is incorrect because the conclusion is actually saying "it is unlikely the airport will be built" not that it will definitely not occur. Right?? #help

What!!??? How does "qualifies" in this context mean "to put boundaries"? I thought qualifying the conclusion would mean to strengthen it....? I feel so confused omg

A is saying "the slipped discs are not necessary, but they are sufficient."
B is saying "the slipped discs are not sufficient, but they can be contributable factors since some people have slipped discs and back pain."
Correct?
Can someone re-explain why B is incorrect over C? I am so confused how B isn't correct still. #help
