ethical -> when nonuse would be sig more harmful than its use
gov intervention
justified -> when non-gov intervention would be sig more harmful than intervening (AKA answer D)

E was attractive but the use of ONLY was a flag. So, I was confident in my choice of B.

I chose D but B was the last answer choice I crossed out before choosing D. B was enticing but the word "counterexample" didn't fit because the author wasn't necessarily providing a counterexample (aka another causal phenomenon) they were just providing an alternative hypothesis/explanation.

I think as soon as I understood the invalid formal argument form of most before most:
A -m-> B -m-> C
____________
A -m-> C
It became 10x easier to find the same reasoning in the answer choices.
Took me 1-2 minutes!
