I am the most skeptical of answer choices (a) because it's the first one and I automatically assume it can't be the first one thrown at me so I usually eliminate it. I need to work on giving them all an equal chance!

oh, I get it, the principle is that what's promised to be done will happen. But, we are assuming that, so that's why A is right. The people vote for the ones who promise to fix their problems, and the conclusion says that it will happen and thus govt intrusion won't be reduced, but in order for that to happen they need to actually do what they promise.
