I got this wrong initially but found my way to the right answer in the blind review.
frick as I was going through the stimulus, I marked it as the sub-conclusion/ major premise. I didn't fully read D and eliminated it prematurely :(

I got this question wrong the both times I attempted it.
The gap for me was realizing that in SA questions, you have to choose the AC that when slotted into the premises, guarantees that the conclusion(s) must be true.
For this question, the easiest way to do that is to say that Penn doesn't have an exemplary record.
The satisfaction of the other premises (saved a life+this year+exceeded expectations) strengthen the argument but do not guarantee that the conclusion must be true.
#help what other problems can I do that are similar in structure and reasoning to this one?
so correlation is a complex phenomena (aka stated by a set of premises), that a hypothesis (a causal explanation and perhaps the conclusion of the argument) tries to explain?

dang, i forgot that this was an 'except' question when doing the problem!!
My additional rationale for not choosing answer choice A:
the period during which the discrepancy is occurring is during the record breaking heat wave. Other significant drains on the electrical grid presumably happen regardless of whether there is a heat wave or not.
The stimulus is saying that during the record breaking heat wave, increase in AC usage is what caused the electrical grid to overload, causing blackouts to occur.
I think AC 'B' most accurately accounts for that discrepancy.
